Interesting... for me the idea of heroism is tied into personal sacrifice for the greater good.
While Indiana Jones and James Bond are a lot of fun, they are 'comic book' characters who never make any great personal sacrifices. Likewise, Rocky is all about personal achievement which might be triumphant but is hardly heroic.
I'd disagree with you about George Bailey. Through the course of the film, he consistently sacrifices his own hopes and dreams to the benefit of other people. To dismiss the desperate act of a man who has slowly lost all hope as 'selfish' seems a little harsh.
Of all of the above, I'd pick Rick Blaine as the most heroic since he gives up the most important thing in his life (Ilsa) for a nobler cause.
As far as villains... I recently rewatched Fatal Attraction and as long as Alex is harrassing Michael Douglas, it is easy to have some sympathy for her. However she certainly crosses the line when she starts messing with the wife and child.
I don't see how Regan can be a villain since she is possessed by a demon.
I'd also like to see Noah Cross (Chinatown) on the list.
