Very arguably! Return of the Jedi is pretty woeful IMO and Empire Strikes Back is one of the biggest disappointments of my young movie going life.

Star Wars, arguably the best set of films ever made
However, these gripes pale into insignificance compared to the disaster that is the two most recent films in the series.
Episode 1
The best thing about this movie was the C20 Fox Fanfare and the start of the Intro Scroll... within seconds we were bogged down in tax disputes and the hopes and dreams of the audience were disappearing faster than an Essex Girl's virtue.
It is possible my excitement and anticipation was unreasonably heightened by the fact I spent a number of days on set during filming (even then it was apparent how annoying Jah Jah would be).
To be fair, I saw it on its first release and have never found the energy or desire to sit through it again so this is all from memory.
Ultimately, the film just didn't have a veyr good story and the dialogue was weak. The impression was that any emotional insight into the characters had been sacrificed to spectacle and the the demands for merchandising to 4 year olds.
More than that, Lucas is a poor director and the spectacle is itself fairly tedious.
The midichlorians were a disaster, the force doesn't need scientific explanation, as was the idea of the virgin birth (heavy handed metaphor anyone?).
And then there's Jah Jah... the worst, most annoying, downright insulting waste of space in the history of movies?
I did quite like the big race sequence though and Darth Maul's double edged light saber was cool.
Having said all that, it was still far better than what was to follow...
