Daft beyond meaning.

I've got the Xbox 360 version, so i haven't seen the mod. In Elder Scrolls, you can dress your character in lots of different clothing, so the models were presumably developed naked and then the clothes seperately. Perfectly reasonable.

It's crazy to raise the age rating just because a few miscreants with a mod might see *gasp* naked computer game characters *gasp*

So I'm guess next on the list is the re-rating of barbie dolls to mature? As you can remove the clothes on those too, and they would probably be as anatomically correct as most of the models in the game

So we have a technology which lets you layer the design of the different characters (create a model | Add skin | Add clothes) which ensures that you can get the physics effects of the different element of clothing / skin etc right and also means you can re-use the different parts very effectively to create many different characters, but whats wrong with that?!?

You can have all the violence in the world in the game and they wouldn't complain but if there even is the slightest possibility of someone creating a "nude" patch for it....

As long as they're just topless models, that shouldn't conflict with the BBFC's criteria for a 15 rating.

15 even allows for very brief full nudity if it's dramatically appropriate and handled in the right way (look at Mulholland Drive, for instance) - bare chests're well within the remit, tasteless though they may be.
