Ofsted reports are done every three to four years so this school has probably just had another assessment done and are awaiting the results or are about to have another one done when the new school year starts - so its possible that they may have improved since the one that you found on the internet was published.
If this is the case then its highly likely that Joel's current Head teacher will know when it will go ahead and she will also know the reputation of the school that the EA has recommended, so i think going to talk to her is a really good idea.
Is Joel a member of any other special needs support groups where there are older children too? Maybe there are some other parents of children a little older than Joel who can tell you their experiences.
As for the situation with not going to the selected school i'll ask my mum what the situation is - shes involved in this sort of thing at our LEA so if she doesn't know then she'll know someone who does
