Easiest way to solve this is with the buttons on your monitor. All monitors have or an on screen display with which you can change your display settings (make the screen larger or smaller or move it up and down) or have buttons to do so.
Also most recent videocard drivers will give you the possibility to change this without actually having to do anything with your monitor but are less accurate.
Normally these settings can be found under: secundairy mouse button (right click) on the desktop and hit properties from the menu. Select the tab settings. Hit the button advanced. A screen will popup which has a bundle of tabs. Just look around and those as it kinda depends which videocard / drivers you have where these can be found (if at all)
