Put the turds through your neighbours letterbox with a note saying you are returning their property.
Just reverse over it in your car.
If a dog was on the loose and laid Richard the 1/3's everywhere it would not be allowed, so why is it for cats?
Throw things at it, soak it in water, I was told curry works well....
