Actually that article is woefully incomplete, at least on one score: it wasn't a case of the kids drawing a cartoon but the fact that they were using it to threaten a third kid; "this is what we're going to do to you". Even so it should still have been dealt with internally rather than pulling in the police to arrest a couplem of kids who I assume, even in America, are below the age of legal culpability.
