Cybersecurity Act of 2009 - Internet unplugged?

People used to say that everything in America is bigger and better and with the recession spinning up it's often said that America is 6 months ahead of the EU. So with America being the EU's crystal ball what does the future bring us?
So where we mortals are trying to decide how to deal with Internet Piracy and potentially disconnection users on the mere say so of content providers, America has set it's sights on bigger and better things.
The Cybersecurity Act of 2009, which is current in senate, in its current form would allow the president to designate various private networks as a "critical infrastructure system or network" and declare a cyber-security emergency and order the limitation or shutdown of Internet traffic to and from these networks. Effectively it would allow the president to unplug large parts of the internet.
And if that wasn't bad enough it also calls for the government to have the authority to demand security data from these private networks without regard to any provision of law, regulation, rule or policy restricting such access. And let's face it you never know which data is actually security related unless you've seen it all.
The aim of this bill is to ensure that "the internet" or at least the American part of it is defended against all forms of cyber crime by using the mandated standardized security software, testing, licensing and certification of cyber-security professionals as it common within the governments key infrastructure. And if internet companies do not wish to do so on their own persuasion all you need to do now is re-classify and declare an emergency. With worms like Conficker going about infected lots of computers I'm sure an "emergency" is never far away.
